慶富造船獵雷艦弊案，慶富離職員工爆料關鍵談話錄音，指出高市府海洋局長王端仁、漁業署官員曾允助慶富副董事長陳偉志取得興達港用地，還和慶富簽具MOU，高雄地檢署襄閱主任檢察官葛光輝14日證實已掌握此段錄音。王端仁早上面對媒體說明完後，立即向高雄市長陳菊提出辭呈，陳菊晚間同意准辭。

王端仁表示，興達港過去在高雄縣時代投入很多錢建設，卻長期被外界形容是蚊子港，而且被監察院糾正，一直是市民心中的痛，所以對於任何可能的招商機會，市府海洋局都用最積極的態度面對。外界關注慶富案其實非常單純，他的動機只是希望配合已得標的慶富進行「國艦國造」政策，協調用地取得，也是由漁業署透過依法公開標租的方式進行，「沒有不法，也沒有不法動機，也無任何對價，接下來靜待司法調查。」

高雄市府說明，面對慶富獵雷艦詐貸案的重大弊案，不希望因為錄音中的不當用詞爭議，模糊弊案核心焦點，希望透過王端仁的請辭，讓慶富獵雷艦弊案的調查盡快回到正軌，給國人一個交代。

設下對慶富有利條件 「不然一堆阿貓阿狗進來租」

慶富集團以新台幣5億元資本額搶下349.5億元的獵雷艦標案，爆發放貸弊端，高市府曾與慶富簽訂MOU，允助取得造船廠用地，傳出王端仁和漁業署官員私會慶富副董陳偉志的談話內容錄音檔。談話內容錄音提及，「針對台船、中信要先去搓、中信較沒有問題，問題會出在台船，台船部分要請總裁去跟政府講，這個動作最好是招標文件上網之後再做，了解我的意思嗎？」並涉嫌明示漁業署設下對慶富有利的土地標租條件，「不然一堆阿貓阿狗進來租」。

高雄地檢署襄閱主任檢察官葛光輝已證實，慶富取得興達造船廠土地部分是否涉嫌不法綁標，檢方已分案調查，恐違反政府採購法、洩密、圖利等罪。至於何時傳喚涉案關係人？則待承辦檢察官決定。
